参赛对象：
作为船长：具有龙骨型帆船比赛掌舵经验的帆船爱好者；
作为船员：具有龙骨船驾驶或参赛经验者。
1、竞赛规则/Rules
1.1 本赛事执行《2017-2020年国际帆船竞赛规则(RRS)》所列规则。
1.2竞赛通知与航行细则有冲突时，以航行细则为准; 航行细则在报到时领取。
1.3 规则文字表述有歧义时以中文优先。
1.4 组委会有权对本次赛事竞赛通知和竞赛细则更改。
1.1. The regatta will be governed by the rules defined in The Racing Rules of Sailing(RRS) 2017- 2020.
1.2. If there is a conflict between Notice of Race and Sailing Instructions, the Sailing Instructions will take precedence.
1.3. If there is a conflict between languages the Chinese text will take precedence.
1.4. OA has right to make changes to Notice of Race and Sailing Instructions.
2.竞赛船型组别、级别/Classes and Divisions
注：选手如有需要请自行准备比赛装备，如帆船手套、遮阳帽、速干衣、太阳眼镜。俱乐部出售专业的帆船装备亦可自行购买。
3、日程安排/Schedule
4.竞赛形式/ Form of Race
4.1 场地：俱乐部外湖水域，场地大小根据当天的风力大小与天气情况由竞赛委员会决定。

5、计分规则/ Scoring
5.1 计分按帆船低分领先规则，第一名记1分，第二名记2分，第三名3分以此类推。
5.2 本次赛事将进行至少3轮场地赛，组委会有权根据当天风力情况进行调整。
5.3 龙骨船C组将会根据组委会制定的系数进行算分。
5.4 本次比赛为俱乐部龙骨船月赛，因此按照积分制计分，即各组别获得第一名积7分，第二名积6分以此类推。第七名以后（含第七名）均积1分。年中将按照积分分值的大小从高到低排名，分别取船队前三名以及个人前三名颁发奖品或奖杯等。
5.1. The Low Point System will apply. (1st gets 1 point, 2nd gets 2 points, 3rd place gets 3 points and so on)
5.2. The OA will run at least 3 races but has the right to change according to the wind situation.
5.3. Division C will race on club handicap system.
*The Keelboat Open Regatta is a monthly race series. All participants will get certain points based on their ranks. We will have mid-year prize-giving and end-of-year prize-giving. Boats and sailors with top 3 total points will be awarded. (In club ranking system, on each race day, 1st place gets 7 points, 2nd place gets 6 points and so on. From 7th place, everyone gets 1 point.)
6、航线安排/The Courses
主要布标为迎顺风航线，三角绕标航线，平行四边形航线，具体航线的长短根据当天的风力与当天天气情况由竞赛委员会通知决定。
Competitors will sail courses as described at the Race Briefing. These will consist of windward / leeward, trapezoid or other geometrical courses.
7、广告/ Advertising
赛事期间参加选手在船上或船员身上展示的广告必须符合国际帆联规则20。如有需要船只可能会被要求展示主办方选择提供的广告。
Competitors advertising displayed on boats and/or on crew wear during the event shall be entirely in accordance with ISAF Regulation 20. Boats may be required to display advertising chosen and supplied by the organizing authority.
8、无线电通讯/Radio Communication
8.1 参加龙骨船的选手须自备VHF对讲机，竞赛期间竞赛组委会官方频道为VHF75频道。
8.2 若无VHF对讲机当日可向组委会租用，押金1000RMB租金100RMB。
8.1. All the keelboat sailors shall carry VHF radios by themselves. The channel will be VHF 75 during the race.
8.2. VHF radios can be rent from OA, the fee is 100 RMB and deposit is 1000RMB.
9、辅助船/Support Boats
辅助船应该保持与竞赛区域的距离，从第一声警告信号一直到所有船只已经完成比赛，除非应竞赛委员会要求执行救援任务。
Support boats shall remain clear of the racing area from the first warning signal for a race until all boats in that race have finished, unless carrying out rescue duties at the request of the Race Committee.
10、安全事项/Safety
10.1各参赛船队及人员，人身和器材安全由各船队和人员自行负责，参赛人员必须穿着有效救生衣否则赛事举办方将不负有任何责任。
10.2 比赛当天赛事举办方会在赛场附近布设临时泊位，（天气允许情况下）以便外来俱乐部船只停靠和接应参赛人员上岸参加船长会议。
10.1. The participants of this regatta should take their own responsibilities about personal safety and equipment safety. Competitor shall wear personal floatation devices at all times while afloat.
10.2. On the race day, the club will arrange a temporary berth for participants from outside the club come on shore to attend skippers’ briefing.
11、免责声明/Disclaimer of Liability
参赛选手自己承担参赛的风险和责任。见规则RRS4-决定参赛。组委会不对赛事期间可能发生的任何人员伤亡，器材损坏和丢失责任。选手报名参赛，即视为知晓并接受赛事规程及赛事相关规定。
The Shanghai Yacht Club and Resort will not accept any responsibility for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the Regatta. All competitors will participate at their own risk. See RRS Rule 4, Decision to Race.
12、保险/ Insurance
12.1 所有参赛选手在赛事期间必须持有相应的不低于50万的个人意外伤害险否则组委会将不负任何责任，对不能出示保单的组委会有权拒绝参赛。

Competitors should satisfy themselves that they have adequate personal and third-party insurance (at least 500,000RMB) for the duration of the event. 14、费用/Fee
14.1 会员：免报名费和船只使用费，非会员：100RMB/人。
14.2 船东会员：免报名费（仅限船东本人）
14.3，除船东会员外若使用俱乐部船只须另付500RMB船只使用费，押金5000RMB。（需提前预约）
14.4外来船只参赛每条船500RMB。
14.5午餐：50RMB/人（报名时预约）

16、备注
16.1 以上分组、记分方式、日程安排若有更改以组委会发出的补充通知为准。
16.2 若比赛当天的风力达到或者超过平均风速12节，组委会有权取消或暂停某些组别乃至整个组别的比赛。组委会保留因天气原因缩短、延迟、或取消比赛的权利。如有船队或船员发生危害他人或自身安全的行为，组委会有权取消其比赛资格。
16.1. If there is any change to Division, Scoring and Schedule or other items, OA will send out an updated version.
16.2. If the wind condition is unfavorable on the race day, OA reserves the right to shorten, postpone or cancel certain/all divisions’ race. If a boat/sailor committed harmful act to others, OA has the right to disqualify him/her from the race.
